Она отменила непредусмотрительную и неразумную политику Республиканской партии в отношении общественного достояния, вернула у корпораций и синдикатов, как иностранных, так и отечественных, и возвратила народу почти сто миллионов акров ценных земель, которые должны священно храниться как наделы для наших граждан.

Тщательно охраняя интересы принципов справедливости и беспристрастности, она выплатила на пенсии и пособия солдатам и матросам Республики больше средств, чем когда-либо выплачивалось за аналогичный период. Она проводила и последовательно претворяла в жизнь твердую и осмотрительную внешнюю политику, сохраняя мир со всеми странами и скрупулезно отстаивая все права и интересы собственного правительства и народа как внутри страны, так и за рубежом. Исключение китайских рабочих из числа прибывающих на наши берега было успешно обеспечено в соответствии с положениями договора, действие которого было отложено из-за действий республиканского большинства в Сенате.

Честная реформа государственной службы была начата и поддержана президентом Кливлендом, который поднял государственную службу до высочайшего стандарта эффективности не только посредством правил и наставлений, но и примером собственного неутомимого и бескорыстного руководства общественными делами.

Во всех департаментах и ветвях власти, находящихся под контролем демократов, права и благополучие всего народа оберегались и защищались; каждый государственный интерес был защищен, а равенство всех наших граждан перед законом вне зависимости от расы или цвета кожи неизменно поддерживалось. Опираясь на столь продемонстрированные достижения и на обещание продолжать приносить народу блага демократии, партия призывает к возобновлению народного доверия путем переизбрания главы государства, проявившего себя верным, способным и благоразумным деятелем. В дополнение к этому доверию призывается также передать демократам всю полноту законодательной власти.

Республиканская партия, контролирующая Сенат и сопротивляющаяся в обеих палатах Конгресса реформированию несправедливых и неравноправных налоговых законов, которые пережили нужды войны и ныне подрывают изобилие долгого мира, отказывает народу в равенстве перед законом, а также в честности и справедливости, на которые тот имеет право. В результате призывы американского труда к справедливому участию в плодах промышленности заглушаются фальшивыми предлогами, предпринимательство сковано и привязано к внутренним рынкам, капитал охвачен сомнениями, а несправедливые и неравноправные законы не могут быть ни должным образом исправлены, ни отменены.

Демократическая партия будет продолжать со всей предоставленной ей властью борьбу за реформирование этих законов в соответствии с обещаниями своей последней платформы, одобренной на выборах голосами избирателей. Подавляющее большинство трудящихся свободных граждан нашей страны, включая каждого пахаря, не получает никаких преимуществ от чрезмерных налоговых законов, однако цены почти на все покупаемые ими товары возрастают из-за фаворитизма неравноправной системы налогового законодательства. Любое избыточное налогообложение есть несправедливое налогообложение.

Для демократических убеждений противоестественно, чтобы подобное налогообложение неоправданно увеличивало стоимость предметов первой необходимости для всего нашего народа. С точки зрения демократических принципов интересы народа прекословятся тогда, когда из-за ненужного налогообложения допускается существование трестов и объединений, которые, чрезмерно обогащая объединившееся меньшинство, грабят основную массу граждан, лишая их преимуществ естественной конкуренции. Любое демократическое правило государственного управления нарушается, когда в результате избыточного налогообложения огромная сумма денег, далеко превосходящая потребности экономного управления, изымается у народа и из каналов торговли и скапливается в виде деморализующего излишка в Национальной казне.

Деньги, лежащие ныне мертвым грузом в Федеральном казначействе в результате избыточного налогообложения, составляют более ста двадцати пяти миллионов, а собираемый излишек достигает суммы более чем в шестьдесят миллионов ежегодно. Развращенная этим колоссальным искушением, Республиканская партия видит средство борьбы в том, чтобы тратить и истощать путем расточительных ассигнований и расходов — будь то конституционных или нет — накопления чрезмерных налогов. Политика демократов заключается в том, чтобы внедрять бережливость в государственных расходах и упразднять избыточное налогообложение. Наши сложившиеся отечественные отрасли и предприятия не должны и не обязаны подвергаться опасности из-за сокращения и исправления налогового бремени. Напротив, честный и тщательный пересмотр наших налоговых законов с должным учетом разницы между заработной платой американских и иностранных рабочих должен способствовать развитию и поощрению любой ветви таких отраслей и предприятий, давая им гарантии расширения рынка и стабильной непрерывной работы. В интересах американского труда, которым ни в коем случае нельзя пренебрегать, задуманный Демократической партией пересмотр наших налоговых законов должен способствовать выгоде трудящихся путем удешевления стоимости предметов первой необходимости в доме каждого рабочего и одновременного обеспечения ему стабильной и оплачиваемой занятости. По этому вопросу тарифной реформы, столь тесно затрагивающему каждую сторону нашей национальной жизни, и по любому вопросу, затронутому в проблеме хорошего управления, Демократическая партия представляет свои принципы и программные заявления на суд просвещенных избирателей американского народа.

Решено: что настоящий съезд настоятельно одобряет и рекомендует скорейшее принятие законопроекта о снижении доходов, находящегося в настоящее время на рассмотрении Палаты представителей. (Имеется в виду законопроект Миллза.)

Решено: что мы выражаем сердечное сочувствие борющемуся народу всех наций в его стремлении обеспечить себе бесценные блага самоуправления, гражданской и религиозной свободы; и мы особо заявляем о своем сочувствии усилиям тех благородных патриотов, которые под руководством Гладстона и Парнелла ведут свою великую и мирную борьбу за гомруль в Ирландии.

Мы считаем свободное и честное народное голосование и справедливое и равное представительство всего народа основой нашего республиканского правления и требуем эффективного законодательства для обеспечения честности и чистоты выборов, являющихся истониками всей общественной власти. Мы обвиняем нынешнюю администрацию и демократическое большинство в Конгрессе в том, что они обязаны своим существованием подавлению избирательных бюллетеней путем преступной нуллификации Конституции и законов Соединенных Штатов.

Мы безоговорочно выступаем за американскую систему протекционизма. Мы протестуем против ее уничтожения, предлагаемого Президентом и его партией. Они служат интересам Европы; мы будем поддерживать интересы Америки. Мы принимаем этот вызов и с уверенностью обращаемся к народу за вынесением суждения. Протекционистская система должна быть сохранена. Её отказ всегда сопровождался всеобщим бедствием для всех интересов, кроме интересов ростовщика и шерифа. Мы осуждаем законопроект Миллза как разрушительный для общего бизнеса, труда и фермерских интересов страны и горячо одобряем последовательные и патриотичные действия республиканских представителей в Конгрессе, противодействовавших его принятию.

Мы осуждаем предложение Демократической партии внести шерсть в список товаров, не облагаемых пошлиной, и настаиваем на том, чтобы пошлины на нее были скорректированы и сохранены таким образом, чтобы обеспечить полную и адекватную защиту этой отрасли.

Республиканская партия осуществила бы все необходимое сокращение национальных доходов путем отмены налогов на табак, которые являются бременем и раздражителем для сельского хозяйства, а также налога на спирт, используемый в искусстве и механических целях, и посредством такого пересмотра тарифных законов, который будет способствовать сдерживанию импорта тех товаров, что производятся нашим народом и производство которых обеспечивает занятость нашего труда, и освобождению от импортных пошлин тех продуктов иностранного производства (за исключением предметов роскоши), аналоги которых не могут производиться внутри страны. Если при этом по-прежнему останутся доходы, превышающие потребности правительства, мы выступаем за полную отмену внутренних налогов, нежели за отказ от какой-либо части нашей протекционистской системы по совместному велению виски-трестов и агентов иностранных производителей.

Мы заявляем о своей враждебности к ввозу в эту страну иностранной контрактной рабочей силы и китайского труда, чуждых нашей цивилизации и нашей Конституции, требуем строгого соблюдения действующих законов против этого и выступаем за такое незамедлительное законодательство, которое исключит подобный труд с наших берегов.

Мы заявляем о своем противодействии любым объединениям капитала, организованным в тресты или иным образом с целью произвольного контроля над состоянием торговли среди наших граждан, и рекомендуем Конгрессу и легислатурам штатов в рамках их соответствующих юрисдикций принять такое законодательство, которое предотвратит осуществление любых схем угнетения народа чрезмерными ценами на предметы снабжения или несправедливыми тарифами на перевозку их продукции к рынку. Мы одобряем принятое Конгрессом законодательство, призванное предотвратить как несправедливое бремя, так и недобросовестную дискриминацию между штатами.

Мы вновь заявляем о приверженности политике выделения общественных земель Соединенных Штатов под наделы для американских граждан и поселенцев, а не иностранцев, которую Республиканская партия установила в 1862 году вопреки упорному сопротивлению демократов в Конгрессе и которая обеспечила великолепное развитие нашего великого западного домена. Возвращение в общественное достояние невыработанных земельных грантов железных дорог для использования фактическими поселенцами, начатое при администрации президента Артура, должно быть продолжено. Мы обвиняем демократическую администрацию в неспособности исполнять законы, обеспечивающие поселенцам права на их земельные наделы, и в использовании выделенных на эти цели ассигнований для преследования невинных поселенцев при помощи шпионов и судебных преследований под фальшивым предлогом разоблачения мошенничества и защиты закона.

Управление Территориями со стороны Конгресса основано исключительно на необходимости с тем, чтобы они могли стать штатами Союза; следовательно, всякий раз, когда условия численности населения, материальных ресурсов, общественной грамотности и нравственности таковы, что гарантируют там стабильное правительство, жителям таких территорий должно быть разрешено в качестве неотъемлемого права сформировать для себя конституции и правительства штатов и быть принятыми в Союз. В ожидании обретения статуса штата все должностные лица на этих территориях должны выбираться из числа добросовестных резидентов и граждан территории, где им предстоит служить. Южная Дакота по праву должна быть немедленно принята в качестве штата в Союз на основе Конституции, составленной и принятой ее народом, и мы горячо одобряем действия республиканского Сената, дважды принимавшего законопроекты о приеме. Отказ демократической Палаты представителей из партийных соображений благожелательно рассмотреть эти законопроекты является злостным нарушением священного американского принципа местного самоуправления и заслуживает осуждения всех справедливых людей. Находящиеся на рассмотрении в Сенате законопроекты об актах, позволяющих жителям территорий Вашингтон, Северная Дакота и Монтана сформировать конституции и учредить правительства штатов, должны быть приняты без промедления. Республиканская партия обязуется сделать все от нее зависящее для содействия приему Территорий Нью-Мексико, Вайоминг, Айдахо и Аризона в статус штатов с правом самоуправления, а те из них, которые не имеют достаточной квалификации — по мере ее приобретения.

Политическая власть мормонской церкви на Территориях, так, как она осуществлялась в прошлом, представляет собой угрозу свободным институтам, опасность, которую больше нельзя терпеть;

Поэтому мы обязываем Республиканскую партию принять соответствующее законодательство, утверждающее суверенитет Нации на всех Территориях, где он ставится под сомнение, и в целях содействия этому занести в свод законов столь строгие положения, которые позволят отделить политическую власть от церковной и тем самым искоренить сопутствующее зло полигамии.

Республиканская партия выступает за использование как золота, так и серебра в качестве денег и осуждает политику Демократической администрации в ее попытках демонетизировать серебро.

Мы требуем снижения почтового сбора за письма до одного цента за унцию.

В такой республике, как наша, где гражданин является сувереном, а чиновник — слугой; где никакая власть не осуществляется иначе как по воле народа, важно, чтобы суверен — народ — обладал образованностью. Свободная школа является поборником той грамотности, которая призвана сохранить нас как свободную нацию; штат или нация, либо то и другое вместе должны поддерживать свободные учебные заведения, достаточные для того, чтобы предоставить каждому растущему в стране ребенку возможность получить хорошее базовое школьное образование.

Мы требуем ассигнований на скорейшее восстановление нашего военно-морского флота; на сооружение береговых укреплений, современных артиллерийских орудий и прочих одобренных современных средств обороны для защиты наших незащищенных гаваней и городов; на выплату справедливых пенсий нашим солдатам; на необходимые работы национального значения по улучшению гаваней и каналов внутренней, каботажной и внешней торговли; на поощрение судоходных интересов Атлантического, Мексиканского и Тихоокеанского побережий, равно как и на погашение созревающего государственного долга. Эта политика обеспечит занятость нашему труду, оживление нашим различным отраслям промышленности, повысит безопасность нашей страны, будет способствовать торговле, откроет новые и прямые рынки для нашей продукции и удешевит стоимость перевозок. Мы заявляем, что это гораздо лучше для нашей страны, чем демократическая политика предоставления государственных денег взаймы без процентов «любимым банкам».

Ведение внешних дел нынешней администрацией отличалось её неэффективностью и трусостью. Отозвав из Сената все находящиеся на рассмотрении договоры, заключенные республиканскими администрациями в целях устранения иностранных батерых обременений и ограничений нашей торговли и расширения её на более выгодные рынки, она не осуществила и не предложила взамен никаких других. Заявляя о приверженности доктрине Монро, она с ленивым благодушием наблюдала за расширением иностранного влияния в Центральной Америке и иностранной торговли повсюду среди наших соседей. Она отказалась предоставить хартию, санкционировать или поддержать любую американскую организацию по строительству Никарагуанского канала — работы, имеющей жизненно важное значение для поддержания доктрины Монро и нашего национального влияния в Центральной и Южной Америке и необходимой для развития торговли с нашей тихоокеанской территорией, с Южной Америкой, а также с островами и дальними берегами Тихого океана.

Мы обвиняем нынешнюю демократическую администрацию в слабом и непатриотичном отношении к вопросу о рыболовстве и в её малодушной сдаче существенных привилегий, на которые наши рыболовецкие суда имеют право в канадских портах согласно договору 1818 года, законам о взаимном морском судоходстве 1830 года и принципам межгосударственной вежливости и которые канадские рыболовецкие суда получают в портах Соединенных Штатов.

Мы осуждаем политику нынешней администрации и демократического большинства в Конгрессе в отношении нашего рыболовства как недружественную и демонстративно непатриотичную, а также как ведущую к уничтожению ценной национальной отрасли и незаменимого ресурса обороны против иностранного врага.

Имя американца в равной степени относится ко всем гражданам Республики и налагает на всех одинаковую обязанность повиновения законам. В то же время гражданство есть и должно быть панцирем и защитой того, кто им обладает, и защищать его — высокого или низкого, богатого или бедного — во всех его гражданских правах; оно должно и обязано обеспечивать ему защиту дома и следовать за ним, защищая за рубежом в какой бы то ни стране он ни находился с законным поручением.

Лица, покинувшие Республиканскую партию в 1884 году и продолжающие примыкать к Демократической партии, предали не только дело честного правления, здоровых финансов, свободы и чистоты голосования, но особенно предали дело реформы государственной службы. Мы не преминем сдержать свои обещания из-за того, что они нарушили свои, или из-за того, что их кандидат нарушил свое. Поэтому мы повторяем наше заявление от 1884 года, а именно: «Реформа государственной службы, успешно начатая при республиканской администрации, должна быть завершена путем дальнейшего распространения уже установленной законом реформированной системы на все категории служащих, к которым она применима. Дух и цель реформы должны соблюдаться при всех назначениях исполнительной власти, а все законы, противоречащие целям существующего законодательства о реформах, должны быть отменены, дабы мудро и эффективно избежать угрозы свободным институтам, таящейся в силе официального покровительства».

Благодарность нации защитникам Союза не может быть измерена законами. Законодательство Конгресса должно отвечать обещанию, данному лояльным народом, и быть настолько расширено и дополнено, чтобы исключить саму возможность того, что любой человек, с честью носивший федеральную форму, станет обитателем богадельни или будет зависеть от частной благотворительности. При наличии переполненной казны было бы общественным скандалом делать меньше для тех, чья доблестная служба сохранила правительство. Мы осуждаем враждебный дух, проявленный президентом Кливлендом в его многочисленных вето на меры по пенсионной поддержке, а также действия демократической Палаты представителей, отказавшейся даже от рассмотрения общего пенсионного законодательства.

В поддержку провозглашаемых здесь принципов мы призываем к сотрудничеству патриотично настроенных людей всех партий и особенно всех рабочих, чьему благополучию серьезно угрожает политика свободной торговли нынешней администрации.

По предложению почтенного Ч. А. Бутелла из штата Мэн было также принято следующее:

«Первой заботой любого хорошего правительства являются добродетель и трезвость народа, а также чистота домашнего очага. Республиканская партия искренне сочувствует всем разумным и целенаправленным усилиям по пропаганде трезвости и нравственности».

1864—That this convention does explicitly declare, as the sense of the American people, that after four years of failure to restore the Union by the experiment of war, during which, under the pretense of a military necessity or war power higher than the Constitution, the Constitution itself has been disregarded in every part, and public liberty and private right alike trodden down, and the material prosperity of the country essentially impaired, justice, humanity, liberty, and the public welfare demand that immediate efforts be made for a cessation of hostilities, with a view to the ultimate convention of the States, or other peaceable means to the end that, at the earliest practicable moment peace may be restored on the basis of the Federal Union of the States.

[1st resolution. 1864—That it is the highest duty of every American citizen to maintain against all their enemies the integrity of the Union and the paramount authority of the Constitution and laws of the United States; and that laying aside all differences of political opinions, we pledge ourselves as Union men, animated by a common sentiment, and aiming at a common object, to do everything in our power to aid the Government, in quelling by force of arms the rebellion now raging against its authority, and in bringing to the punishment due to their crimes the rebels and traitors arrayed against it.

That we approve the determination of the Government of the United States not to compromise with rebels, or to offer them any terms of peace, except such as may be based upon an unconditional surrender of their hostility and a return to their just allegiance to the Constitution and laws of the United States; and that we call upon the Government to maintain this position and to prosecute the war with the utmost possible vigor to the complete suppression of the rebellion, in full reliance upon the self-sacrificing patriotism, the heroic valor, and the undying devotion of the American people to the country and its free institutions.

1860—That when the settlers in a Territory, having an adequate population, form a State Constitution, the right of sovereignty commences, and, being consummated by admission into the Union, they stand on an equal footing with the people of other States; and the State thus organized ought to be admitted into the Federal Union, whether its constitution prohibits or recognizes the institution of slavery.

[Plank 3, Breckinridge, Dem. 1860—That the maintenance inviolate of the rights of the States, and especially the right of each State to order and control its own domestic institutions according to its own judgment exclusively, is essential to that balance of power on which the perfection and endurance of our political fabric depends; and we denounce the lawless invasion by armed force of the soil of any State or Territory, no matter under what pretext, as among the gravest of crimes.

1868—After the most solemn and unanimous pledge of both Houses of Congress to prosecute the war exclusively for the maintenance of the Government and the preservation of the Union under the Constitution, it [the Republican party] has repeatedly violated that most sacred pledge under which alone was rallied that noble volunteer army which carried our flag to victory. Instead of restoring the Union, it has, so far as in its power, dissolved it, and subjected ten States, in time of profound peace, to military despotism and negro supremacy. It has nullified there the right of trial by jury; it has abolished the habeas corpus, that most sacred writ of liberty; it has overthrown the freedom of speech and the press; it has substituted arbitrary seizures and arrests, and military trials and secret star-chamber inquisitions for the constitutional tribunals; it has disregarded in time of peace the right of the people to be free from searches and seizures; it has entered the post and telegraph offices, and even the private rooms of individuals, and seized their private papers and letters without any specific charge or notice of affidavit, as required by the organic law; it has converted the American Capitol into a bastile; it has established a system of spies and official espionage to which no constitutional monarchy of Europe would now dare to resort; it has abolished the right of appeal on important constitutional questions to the supreme judicial tribunals, and threatens to curtail or destroy its original jurisdiction, which is irrevocably vested by the Constitution, while the learned Chief Justice has been subjected to the most atrocious calumnies, merely because he would not prostitute his high office to the support of the false and partisan charges preferred against the President. * * * Under its repeated assaults the pillars of the Government are rocking on their base, and should it succeed in November next and inaugurate its President, we will meet as a subjected and conquered people, amid the ruins of liberty and the scattered fragments of the Constitution. 1868—We congratulate the country on the assured success of the reconstruction policy of Congress, as evinced by the adoption, in the majority of the States lately in rebellion, of constitutions securing equal civil and political rights to all; and it is the duty of the Government to sustain those institutions and prevent the people of such States from being remitted to a state of anarchy.

1872—Local self-government, with impartial suffrage, will guard the rights of all citizens more securely than any centralized power. The public welfare requires the supremacy of the civil over the military authority, and freedom of persons under the protection of the habeas corpus. We demand for the individual the largest liberty consistent with public order; for the State self-government, and for the nation a return to the methods of peace and the constitutional limitations of power.

[Plank 4. 1872—We hold that Congress and the President have only fulfilled an imperative duty in their measures for the suppression of violent and treasonable organizations in certain lately rebellious regions, and for the protection of the ballot-box; and, therefore, they are entitled to the thanks of the nation.

[Plank 8. 1868—The doctrine of Great Britain and other European Powers, that because a man is once a subject he is always so, must be resisted at every hazard by the United States, as a relic of feudal times, not authorized by the laws of nations, and at war with our national honor and independence. Naturalized citizens are entitled to protection in all their rights of citizenship as though they were native-born; and no citizen of the United States, native or naturalized, must be liable to arrest and imprisonment by any foreign power for acts done or words spoken in this country; and, if so arrested and imprisoned, it is the duty of the Government to interfere in his behalf.

1872— 1872—The doctrine of Great Britain and other European Powers concerning allegiance—“once a subject always a subject”—having at last, through the efforts of the Republican party, been abandoned, and the American idea of the individual’s right to transfer allegiance having been accepted by European nations, it is the duty of our Government to guard with jealous care the rights of adopted citizens against the assumption of unauthorised claims by their former Governments, and we urge continued careful encouragement and protection of voluntary immigration.

1876— 1876—It is the imperative duty of the Government so to modify existing treaties with European governments, that the same protection shall be afforded to the adopted American citizen that is given to the native-born, and that all necessary laws should be passed to protect emigrants in the absence of power in the State for that purpose.

1876—Reform is necessary to correct the omissions of a Republican Congress, and the errors of our treaties and our diplomacy, which have stripped our fellow-citizens of foreign birth and kindred race recrossing the Atlantic, of the shield of American citizenship, and have exposed our brethren of the Pacific coast to the incursions of a race not sprung from the same great parent stock, and in fact now by law denied citizenship through naturalization as being neither accustomed to the traditions of a progressive civilization nor exercised in liberty under equal laws. We denounce the policy which thus discards the liberty-loving German and tolerates a revival of the coolie trade in Mongolian women imported for immoral purposes, and Mongolian men held to perform servile labor contracts, and demand such modification of the treaty with the Chinese Empire, or such legislation within constitutional limitations, as shall prevent further importation or immigration of the Mongolian race. 1876—It is the immediate duty of Congress to fully investigate the effect of the immigration and importation of Mongolians upon the moral and material interests of the country.

1880—Amendment of the Burlingame Treaty. No more Chinese immigration, except for travel, education, and foreign commerce, and therein carefully guarded.

[Plank 11. 1880—Since the authority to regulate immigration and intercourse between the United States and foreign nations rests with the Congress of the United States and the treaty-making power, the Republican party, regarding the unrestricted immigration of Chinese as a matter of grave concernment under the exercise of both these powers, would limit and restrict that immigration by the enactment of such just, humane, and reasonable laws and treaties as will produce that result.

1872—The civil service of the government has become a mere instrument of partisan tyranny and personal ambition and an object of selfish greed. It is a scandal and reproach upon free institutions and breeds a demoralization dangerous to the perpetuity of Republican Government. We therefore regard a thorough reform of the civil service as one of the most pressing necessities of the hour; that honesty, capacity and fidelity constitute the only valid claim to public employment; and the offices of the Government cease to be a matter of arbitrary favoritism and patronage, and public station become again a post of honor. To this end it is imperatively required that no President shall be a candidate for re-election. 1872—Any system of the civil service, under which the subordinate positions of the Government are considered rewards for mere party zeal is fatally demoralizing, and we therefore favor a reform of the system by laws which shall abolish the evils of patronage and make honesty, efficiency and fidelity the essential qualifications for public positions, without practically creating a life tenure of office.
