The story opens with Peter Moore, a gifted Marconi wireless operator with exceptionally keen hearing, abruptly resigning from his transpacific run to China. Drawn into a web of underground political intrigue, he intercepts secret messages through cryptic scripts and encounters a malignant high-caste Chinese woman. Discovering that a mysterious figure known as the Gray Dragon operates a brutal cinnabar mine in the remote City of Stolen Lives using enslaved girls, Peter resolves to penetrate this stronghold. Despite warnings from ship officers and sinister figures, he boards the Vandalia and navigates a maze of suspicion and danger.
Along the way, he crosses paths with an adventurous American woman, Eileen Lorimer, whom he manages to rescue after harrowing encounters on the Yangtze River. The plot thickens with betrayal, tense pursuits across rivers and cities, and narrow escapes from ruthless operatives.
