В 1789 году он был избран членом первого Конгресса при конституции, находясь в этом органе в течение всех восьми лет вашингтонской администрации. Он был твердым сторонником федеральной политики и по каждому важному вопросу принимал активное участие. Он настаивал на том, что его резолюции направлены на обеспечение нам справедливой доли торговли между воюющими и нейтральными странами (carrying trade); что они позволят другим нациям вступить в соперничество с Англией в поставках нам мануфактурных изделий; и таким путем, как он утверждал, наша страна сможет заставить своих врагов прочувствовать всю полноту своей мощи, лишив куска хлеба тех, кто производил мануфактурную продукцию для нас.
