XXIII. Все решения Всероссийского совета рабочего контроля и все решения других государственных регулирующих органов в сфере экономического регулирования являются обязательными для всех органов института рабочего контроля.

XXIV. Настоящие правила являются обязательными для всех учреждений рабочего контроля и применяются в полном объеме к предприятиям, на которых занято сто или более рабочих и служащих. Контроль над предприятиями с меньшей численностью персонала будет осуществляться по возможности на основе настоящей инструкции в качестве образца.
