ПРЕДИСЛОВИЕ
Цель настоящей работы — проследить развитие римской конституции и объяснить ее функционирование в период ее зрелости в двух ее фазах: периода развитой Республики и периода Принципата. Выбранное название, пожалуй, точнее любого другого выражает суть того замысла, который я хотел осуществить. Мое желание состояло в том, чтобы затронуть, пусть и кратко, все важнейшие аспекты общественной жизни — центральной, муниципальной и провинциальной, и тем самым продемонстрировать политический гений римлян в связи со всеми ключевыми проблемами управления, которые этот гений пытался решить. Этот замысел, как и многие другие масштабные планы, которые приходится вписывать в рамки одного тома, неизбежно претерпел изменения в деталях; и поскольку одно из таких изменений затронуло весь объем книги, оно требует упоминания в предисловии.
Я намеревался вынести рассмотрение своей темы за пределы Принципата и описать политическую организацию Поздней империи в том виде, в каком она была разработана Диоклетианом и его преемниками. Однако я обнаружил, что обсуждение этого периода заставит мою работу выйти за разумные пределы, допустимые для справочника, и я был вынужден отказаться от этого предприятия вопреки своему желанию. Пожалуй, вступление на престол Диоклетиана все же знаменует собой конец подлинной «римской» общественной жизни.
