PURCHASING AGENCY.

Для удобства моих многочисленных друзей в разных частях страны, которые предпочитают не нести расходы на частые поездки в Нью-Йорк, я договорился с некоторыми из самых надежных торговых домов города о поставке тем, кто окажет мне честь своими заказами на

на условиях, которые не могут не удовлетворить покупателей.

Стремление многих торговцев надуть своих покупателей, когда у них появляется такая возможность, делает для торговцев почти столь же необходимым предоставлять рекомендации своим клиентам, сколь и для клиентов — предоставлять рекомендации о своем положении торговцам; поэтому я позаботился о том, чтобы заключить договоренности только с честными и надежными домами, на которые можно полностью положиться.

ПАРТИЙНАЯ ПЛАТФОРМА.

Постановляется: Что мы, делегированные представители республиканских избирателей Соединенных Штатов, собравшиеся на съезд, выполняя долг перед нашими избирателями и нашей страной, объединяемся в следующих заявлениях:

Во-первых, — что история нации за последние четыре года полностью подтвердила целесообразность и необходимость создания и сохранения Республиканской партии, а также то, что причины, породившие ее, носят постоянный характер и теперь, как никогда ранее, требуют ее мирного и конституционного триумфа.

Во-вторых, — что поддержание принципов, провозглашенных в Декларации независимости и воплощенных в нашей федеральной Конституции, имеет важнейшее значение для сохранения наших республиканских институтов, а федеральная Конституция, права штатов и Федеральный Союз штатов должны быть и будут сохранены.

В-третьих, — что Федеральному Союзу штатов эта нация обязана своим беспрецедентным приростом населения, удивительным развитием материальных ресурсов, быстрым приумножением богатства, внутренним счастьем и внешним авторитетом, и мы с отвращением отвергаем любые планы распада Союза, откуда бы они ни исходили; и мы поздравляем страну с тем, что ни один член Конгресса-республиканец не произнес и не поддержал угрозу распада Союза, столь часто высказываемую членами Конгресса-демократами без каких-либо порицаний и под аплодисменты их политических соратников; и мы осуждаем эти угрозы распада Союза в случае народного свержения их господства как отрицание жизненно важных принципов свободного правительства и как признание в замышляемой измене, строгое осуждение и вечное пресечение которой являются непреложным долгом возмущенного народа.

В-четвертых, — что незыблемое соблюдение прав штатов, и особенно права каждого штата упорядочивать и контролировать свои собственные внутренние институты исключительно по своему усмотрению, имеет важнейшее значение для того баланса сил, от которого зависят совершенство и прочность нашей политической веры, и мы осуждаем беззаконное вторжение вооруженной силы в любой штат или территорию, под каким бы то ни было предлогом, как одно из тяжких преступлений.

В-пятых, — что нынешняя администрация демократов далеко превзошла наши худшие опасения в своей безмерной раболепности перед требованиями секционных интересов, что особенно очевидно в ее отчаянных попытках навязать печально известную Лекомптонскую конституцию протестующему народу Канзаса, в толковании личных отношений между хозяином и слугой как предполагающих безусловное право собственности на людей, в ее попытках повсюду, на суше и на море, при посредничестве Конгресса и федеральных судов обеспечить исполнение крайних претензий чисто местных интересов, а также в ее общем и неизменном злоупотреблении властью, доверенной ей доверчивым народом.

В-шестых, — что народ справедливо с тревогой смотрит на безрассудную расточительность, пронизывающую каждое ведомство федерального правительства; что возвращение к жесткой экономии и подотчетности незаменимо для пресечения системы разграбления государственной казны привилегированными партийцами; в то время как недавние поразительные факты мошенничества и коррупции в федеральной столице показывают, что настоятельно требуется полная смена администрации.

В-седьмых, — что новая догма о том, что конституция силой своего собственного действия переносит рабство на любую или все территории Соединенных Штатов, является опасной политической ересью, противоречащей прямым положениям самого этого документа, современному ему толкованию, а также законодательным и судебным прецедентам, носит революционный характер и подрывает мир и согласие в стране.

В-восьмых, — что нормальным состоянием всей территории Соединенных Штатов является свобода; что поскольку наши отцы-республиканцы, когда они отменили рабство на всей нашей национальной территории, постановили, что ни один человек не должен быть лишен жизни, свободы или собственности без надлежащей правовой процедуры, нашим долгом становится посредством законодательства, всякий раз когда таковое необходимо, отстаивать это положение конституции против любых попыток его нарушить; и мы отрицаем полномочия Конгресса, территориального законодательного органа или каких-либо лиц придавать законное существование рабству на любой территории Соединенных Штатов.

В-десятых, — что в недавних вето их федеральных губернаторов на акты Законодательного собрания Канзаса и Небраски, запрещающие рабство на этих территориях, мы находим наглядную иллюстрацию хваленого демократического принципа невмешательства и народного суверенитета, воплощенного в законопроекте о Канзасе и Небраске, а также обличение таящихся в нем обмана и мошенничества.

В-одиннадцатых, — что Канзас по праву должен быть немедленно принят в качестве штата в соответствии с конституцией, недавно сформированной и принятой ее народом и одобренной Палатой представителей.

В-двенадцатых, — что при обеспечении доходов для поддержки общего правительства за счет таможенных пошлин разумная политика требует такого урегулирования этих пошлин, чтобы поощрять развитие промышленной сферы всей страны, и мы одобряем ту политику национального обмена, которая обеспечивает трудящимся щедрую заработную плату, сельскому хозяйству — окупающие цены, механикам и промышленникам — адекватное вознаграждение за их мастерство, труд и предприимчивость, а нации — коммерческое процветание и независимость.

В-тринадцатых, — что мы протестуем против любой продажи или отчуждения в пользу других общественных земель, удерживаемых фактическими поселенцами, а также против любого взгляда на политику свободных гомстедов, который рассматривает поселенцев как нищих или просителей государственной милости, и мы требуем принятия Конгрессом полного и удовлетворительного законопроекта о гомстедах, который уже прошел палату.

В-четырнадцатых, — что Национальная республиканская партия выступает против любых изменений в наших законах о натурализации или любого законодательства штатов, посредством которого права гражданства, доселе предоставлявшиеся иммигрантам из зарубежных стран, будут ущемлены или ограничены; и выступает за предоставление полной и эффективной защиты прав всех классов граждан, как коренных, так и натурализованных, как внутри страны, так и за рубежом.

В-пятнадцатых, — что ассигнования Конгресса на улучшение рек и гаваней национального характера, необходимые для обеспечения удобства и безопасности существующей торговли, санкционированы конституцией и оправданы обязанностью правительства защищать жизни и имущество своих граждан.

В-шестнадцатых, — что железная дорога к Тихому океану настоятельно требуется интересами всей страны; что федеральное правительство должно оказать немедленную и эффективную помощь в ее строительстве и что в качестве предварительной меры должна быть оперативно учреждена ежедневная сухопутная почта.

В-семнадцатых, — Наконец, изложив таким образом наши отличительные принципы и взгляды, мы призываем к сотрудничеству всех граждан, как бы они ни расходились по другим вопросам, которые в основном согласны с нами в их утверждении и поддержке.

A Fowler one morning a poaching would go,

So a bargain was straightway struck between
