Если бы это произошло — что, в конце концов, является наиболее вероятным из всего — Америка, не нанеся ни одного удара, получила бы от Германии главное, за что сейчас сражаются западные демократии. Она не только заложила бы основу для будущего защиты своих собственных морских прав единственным способом, которым в конечном итоге они могут быть защищены — международным правом, которое является реальностью, потому что укоренено в реальном международном порядке, — но она помогла бы выиграть битву демократии, вызвав обсуждение условий до того, как демократические нации обескровили себя.
Никогда в истории у нации не было такой возможности. Но воспользоваться ею означает порвать с рутиной, применить новый метод, новую манеру; великую правительственную смелость, великую политическую честность. И все это, возможно, слишком много, чтобы просить.
Но это не причина, по которой мы не должны смотреть в лицо факту, что на этих условиях возможность существует. И не причина, по которой те, кто наиболее ответственен за направление американского общественного мнения, не должны помочь нации осознать это.
