Сравните это со случаем генерального менеджера Лондонской и Северо-Западной железной дороги, сидящего в своем офисе в Юстоне и получающего полдюжины телеграмм с просьбой назначить специальные тарифы, одну, возможно, на говядину из Чикаго в Лондон, другую на эмигрантов из Гамбурга в Нью-Йорк через Ливерпуль, и все требующие телеграфных ответов здесь и сейчас, если бизнес вообще должен быть сделан.
Опять же, если бы железные дороги были в руках государства, я не думаю, что у нас был бы и наполовину нынешний километраж; ибо Казначейство никогда не санкционировало бы затраты государственных денег на линии, которые не могли показать перспективу справедливого возврата капитала, и оно наложило бы вето на любое увеличение количества поездов или снижение тарифов, которые грозили убытками казне. Я могу говорить с некоторым авторитетом по этому вопросу, ибо я был и председателем железнодорожной компании, и секретарем Казначейства, и я уверен, что в первом качестве я ввел важные инновации, такие как экскурсионные поезда и дешевые периодические билеты, от которых публика получила большую выгоду, на которые я наложил бы вето в последнем качестве.
И все же могут быть исключительные случаи, как случай Ирландии, где неоправданное количество бедных компаний в бедной стране, ссорящихся между собой и предоставляющих плохое обслуживание по чрезмерной цене, усиливает социальные и политические беды, где аргументы в пользу государственной покупки могут перевешивать возражения; и степень и характер государственного контроля над британскими железными дорогами — это всегда вопрос, вполне открытый для обсуждения.
В других департаментах поставка таких товаров, как вода и газ, и обеспечение санитарных условий, вероятно, лучше оставить местным властям: в последнем случае под некоторым центральным надзором, чтобы убедиться, что обязанность не уклоняется. Везде, где пренебрежение влечет за собой опасность для других, как в случае с оспой и другими заразными эпидемиями, ясно, что решение не может быть оставлено на усмотрение индивидов, и государство обязано вмешаться, чтобы обеспечить рациональные меры предосторожности.
Так же государство обязано брать на себя отрасли, которые необходимы для защиты нации от иностранных врагов. Наши верфи и арсеналы могут, и, несомненно, часто делают ошибки и выдают дорогую работу; но мы не могли бы безопасно оставить строительство броненосцев и поставку пушек исключительно частному предпринимательству, ибо нет такого большого и устойчивого спроса на такие товары, который побудил бы ряд частных фирм возвести сооружения и содержать учреждения, адекватные для удовлетворения потребностей, которые могли бы возникнуть в чрезвычайной ситуации. Во всех таких вопросах, следовательно, национальной обороны мы должны смириться с определенным количеством недостатков, присущих государственному управлению, и ограничиться попытками свести их к минимуму. И это в значительной степени в силах нации и ее Парламента, путем применения принципов здравого смысла бизнеса к национальным расходам и наблюдения за тем, чтобы, с одной стороны, мы получали как можно ближе к работе на фунт за каждый потраченный фунт, а с другой стороны, мы не тратили девятнадцать шиллингов бесполезно, потому что какой-нибудь Канцлер Казначейства хочет получить мгновенную популярность за счет экономии «пенни мудр, фунт глуп», отсекая лишний шиллинг от необходимых смет. В частной жизни человек преуспевает, зная, когда тратить, а когда не тратить, и у истинной экономии нет большего врага, чем спазматическая скупость, чередующаяся почти наверняка со спазматической расточительностью. Было бы легко умножить примеры, ибо мало фаз политической и практической жизни, к которым не применяется принцип полярности, где крайности не ложны и где нет многого, что можно сказать с обеих сторон вопроса. Но сама очевидность принципа затрудняет обращение к нему в общем виде, не вырождаясь в банальность, в то время как проследить его применение исчерпывающе в любом одном случае потребовало бы тома. Те, кто желает продолжить изучение предмета, сделают хорошо, изучив труды Герберта Спенсера, где они найдут применение общих принципов ко всем проблемам социологии, трактуемое с глубиной философского прозрения и изобилием и уместностью иллюстраций, с которыми я не могу претендовать на равенство. Моя амбиция более скромного характера.
